Following the appearance of conflicting information on the optional conformity assessment of low voltage equipment (electrical equipment intended for use at a rated voltage between 50 and 1000 V for alternating current and between 75 and 1500 V for direct current), Technical Center for Industrial Safety and Certification (TCISC) considers it necessary to generalize and clarify the fact that these products, in accordance with the provisions of clause 1 of Article 18 of Law 235/2011 "on accreditation and conformity assessment activities", are subject to conformity assessment under the title required.

In the Republic of Moldova, there is a technical regulation "Ensuring the presence on the market of electrical equipment intended for use within certain voltage limits" (Decree of the Government of the Republic of Moldova No. 745 of 26/10/2015), which regulates both the conditions for putting availability on the market of electrical equipment, as well as the obligations of economic agents.

In accordance with the provisions of the regulation, manufacturers draw up technical documentation and carry out the conformity assessment procedure or ensure this procedure. If the compliance of electrical equipment with the basic safety requirements provided for by the technical regulation has been demonstrated through the conformity assessment procedure, the manufacturers draw up a declaration of conformity and apply a marking of conformity.  Manufacturers must ensure that the electrical equipment they have placed on the market is marked with a type, lot or serial number or other element that allows them to be identified.  Manufacturers shall indicate their name on the electrical equipment, their registered trade name or mark and the address at which they can be contacted. Manufacturers shall ensure that the electrical equipment they place on the market is accompanied by instructions and information in the state language on how to use it, the safety of consumers and other end - users.

Before introducing electrical equipment on the market, importers guarantee that the manufacturer has drawn up technical documentation, that electrical equipment is marked (including conformity marking) and is accompanied by the necessary documents. Importers indicate their electrical equipment's name, registered trade name or registered trademark and the address where they can be contacted. Contact details are indicated in the state language.

Before making electrical equipment available on the market, distributors check if the electrical equipment has a conformity marking, whether it is accompanied by instructions and information on safety for consumers and other end users in the state language and the necessary technical documentation, whether the manufacturer and importer have met the requirements stipulated by the technical regulations.

Considering, that above has been mentioned, the TCISC Product Certification Body (TCISC CB) has agreed on the possibility of using a new type 1a scheme (product type certification) for the certification of low voltage equipment. By applying this certification scheme, TCISC CB may allow its customers to use a certificate of conformity (type certificate) to declare conformity by the manufacturer of subsequently manufactured products with the basic requirements.
